Every citizen can now check which of his or her personal data are held in public registries and how the various administrative bodies make use of such data.
The exact name of this service is ‘Personalized report of third-party access to the personal data of a natural person held in registries via the RegiX environment for information exchange among registries’. Users can access the service in the Secure e-Delivery System (https://edelivery.egov.bg) maintained by the State e-Government Agency (SEGA). Registration for the service can be made either with a Qualified Electronic Signature (QES) or with a Personal Identification Code (PIC) provided by the National Social Security Institute (NSSI). At the time of writing nearly 10 000 natural persons have registered for the service. These registered users can access data held in 50 (fifty) registries. The SEGA continues adding more registries to the service.
In practical terms, this means that Bulgarian citizens have efficient control on the quality of their personal data and on the reasons for which institutions access their data.
The initiative for setting up the new service came from Vice Premier Tomislav Donchev and the SEGA. The service is in line with the rules set out in the General Data Protection Regulation of the EU, in the e-Government Act and in the implementing legislation.
