From 1 November 2018 Bulgarian administration discontinues the exchange of paper documents. More than 700 central, regional and municipal structures are moving to fully electronic document management. The measure set in the legislation will lead to a 6-fold increase in the efficiency of administrative exchange. On an annual basis, it is expected to save more than 100 tonnes of paper, significantly reducing the costs for its purchase, as well as for printing supplies, courier services, etc.
By the end of October this year, there are 719 real participants in the Electronic Data Interchange Messaging System (EDIMS) through which electronic document management is carried out. This is the first comprehensive national measure implemented to eliminate paper administration and reduce the administrative burden for citizens, businesses and the administrations.
Electronic document exchange is secure and is carried out in a controlled environment and documents are guaranteed with an electronic signature. This allows tracking of the exact time of sending, receiving and registering the document. Thus the control of institutions both by consumers and between administrations is increased.
By its decision of October this year, the government mandated central administrations to expand their digital services by registering their profiles in the Secure Electronic Delivery System (е-Delivery), maintained and developed by the State e-Government Agency. This means that after 30 November 2018 citizens and businesses will be able to interact securely and completely electronically with the central administrations and their subordinate structures.
Administrations that do not have the technical resources to switch through their document management systems to the Electronic Document Management System can, as a temporary alternative, carry out electronic document exchange through SEGA’s system for electronic registered delivery services (e-Delivery) available through the user interface on https://edelivery.egov.bg. Supporting information for working with EDIMS through the web interface of the e-Delivery System is published on the Agency’s website https://e-gov.bg.
