Atanas Temelkov, Chairperson of the State e-Government Agency (S.E.G.A)

Atanas Temelkov was born on July 14, 1956 in the town of Gotse Delchev.

He is a graduate of the Higher Military School in Shumen, profile “Artillery instrumental reconnaissance” -“Geodesy, cartography and photogrammetry Engineer” and the Military academy “Georgi Sava Rakovski”, specialty Management automation.

From 1978 to 1984 he held management positions in the Bulgarian Army. From 1986 he was appointed as Senior Assistant Head of the Automation Management Department at General Directorate “Armament and Equipment”, the Ministry of Defense. From 1992 to 1998 he was Head of the TIL Automation Department of the Bulgarian Army.

Since 1998 he has occupied Head of “Information Systems” Department position and from 2000 to 2011 he was appointed Deputy Head of the General Directorate “Communication and Information Systems” in the General Staff of the Bulgarian Army and Deputy Director in the Ministry of Defense.

From 2011 to 2016 he is Deputy Executive Director of the Executive Agency “Electronic Communications Networks and Information Systems” (EA ECNIS) to the Ministry of Transport, Information Technology and Communications.

Since December 2016 he is a Chief Secretary of the State e-Government Agency.

Atanas Temelkov managed teams for elaboration of number of conceptual and strategic documents on e-Government, planning and implementation of projects of automation of management processes, communication and information systems, in the area of national security.

He took part in international working groups and exercises of NATO and the EU. He was also a Member of the Board of Directors on information and communication systems of NATO.

 By Ordinance of the Council of Ministers dated December 28th, 2017 he was appointed Chairperson of the State e-Government Agency from January 15th, 2018.


 

Alexander Yolovski, Deputy Chairperson of the State e-Government Agency (SEGA)

Alexander Yolovski has graduated from Sofia University “St. Kliment Ohridski”, having been awarded an MA in Political Sciences

Prior to being appointed a Deputy Chairperson to SEGA he managed a Department with “Information Services” JSC.

In the period of April 2011 to July 2015 he used to be a Head of “Programming, Tendering and Contracting” Department with the “Administrative Capacity” Directorate, a Managing Body of “Administrative Capacity” Operational Program with the Ministry of Finance, a Head of “Structural Measures for European Structural and Investment Funds” of Department in “European Union Funds Programming” Directorate with the Administration of the Council of Ministers and Head of “Programming and Contracting” Department at “Good Governance" Directorate, a managing body under “Good Governance” Operational Program with the Administration of the Council of Ministers.

He coordinated the elaboration of annual indicative working programs and controlled the selection and contracting processes related to the provision of grants under electronic governance development procedures, the improvement of the electronic administrative services delivery to both individual citizens and the business entities, elaboration and improvement of primary inventories for providing internal administrative electronic services. He participated in the process of prioritizing the measures to be funded.

Alexander Yolovski managed the elaboration the “Good Governance” Operational Program, which set out the EU-funding priorities, related to implementing the administrative reform and introducing the electronic governance, including electronic justice. He took a leading role in negotiating the approval and acceptance of the operational program by the European Commission.

From 2005 until 2011 he was assigned different roles within BCNL (Bulgarian Center for Non-for-profit Legislation), including the role of an expert in organization development and that of a Financing Director. He took part in elaborating and implementing the project and related activities aiming at improving the legal and financial framework of the NPOs across Bulgaria, assuring capacity and operation of the information resources, including the NPO Information Portal of Bulgaria.


 

Krasimir Simonski, Deputy Chairperson to the State e-Government Agency (SEGA)

Krasimir Simonski is a Computer Equipment Engineer, having graduated from the Technical University of Sofia. He is a Doctor of Sciences with the Bulgarian Academy of Sciences, his thesis being “VoIP within Computer Networks”.

In the period 1991 until 2002 he was a Computer and Communications Director with the American University of Blagoevgrad, whereas since 2000 he has been Manager of Regional Cisco Networking Academy, and a trainer in Information and Communication Technologies.

Krasimir Simonski worked on several projects related to IT training and development of ICT skills with AUB in Blagoevgrad, United Nations Development Program (UNDP 2006-2008), including an iGovernment project, under which over 65 thousand employees of state institutions received basic computer skills training. In the period 2004-2007, he managed the "Telecentres" project of UNDP and the State Agency for Information Technology and Communications. As many as 120 telecentres have since been established across the country under that project.

Since 2007 he has been a Head and a Coordinator of the Bulgarian project teams of the European Commission, among which were those concerning the elaboration of national development programs of broadband Internet access in Europe and GEANT2, GN3 - the largest-scale project under the Seventh Framework Program for Establishing a Research Infrastructure in Europe.

From September 2007, until October 2009 he was a Deputy Chairperson to the Information Technology and Communications State Agency, being in charge of the "Information Technology" Department.

Krasimir Simonski has also worked as a free-lanced consultant since 2009. He has participated in a number of international projects in the field of information and communication technologies, online technologies, electronic education and dissemination of broadband internet access across the Balkan and the CEE countries.

Since April 2012 he has become a PM under a project for "Development of high-speed broadband access in Bulgaria through setting up critical, secure, safe and reliable public ICT Infrastructure" of the Executive Agency "Electronic communication networks and information systems" (EA ECNIS).

Krasimir Simonski was CEO of Executive Agency "Electronic communication networks and information systems" (EA ECNIS) since the beginning of 2013 until appointed Deputy Chairperson to the newly established SEGA.
