Rossen Jeliazkov: We rely on business to act as a partner and an adjustment tool in putting e-Government into practice

We are committed to implementing e-Government priorities in order to ensure predictability, set clear rules and prompt planning over the coming years, including technological neutrality of the implemented solutions.

This is what the President of the State E-Government Governance Agency, Rossen Jeliazkov, declared on launching discussion on “Electronic Governance. Electronic Public Procurement. Electronic Health Care”, organized by the American Chamber of Commerce in Bulgaria.

“The opportunities and the know-how the business has proposed, constitute a platform we should use, whereas business can act as a partner and be our adjustment tool. The business should be convinced that we intend to do our best to make sure that we have fair and transparent processes and procedures in place as regarding e-governance”, Chairperson of the SEGA said in addressing the participants in the discussion. Among them were representatives of the executive government authorities, the ICT industry and experts.

Rossen Jeliazkov defined digital transformation of the administration as a challenge in the field of e-Governance, which shall take place following a well-structured time management. The Agency approach to the e-Governance is primarily based upon transparency and control on the public resources, on project proposals and their method of implementation and deployment. The Chairperson of SEGA remarked upon the fact that the State shall use the business achievements as a stepping stone in the field of e-Governance. “Only the efficient interaction between the State and the Business can yield a clearly recognized result” asserted Rossen Jeliazkov.

The digital transformation of the administration means that we need to be in possession of relevant digital skills and a technological capacity as preconditions to providing real electronic, administrative or any other type of public services in all sectors, added the Chairperson of the State E-Government Agency. “From a technological perspective, we are well aware of our situation - the Fourth Industrial Revolution has already been gaining impetus. Therefore, our understanding of the digital transformation of the administration does not simply mean converting administrative processes into electronic, but having a comprehensive approach to a complete change-over process”, shared the Chairperson of SEGA, Rossen Jeliazkov, before the participants in the discussion.
