The automated data exchange among the basic data administrators, databases and registers, shall be implemented by the end of 2018. This is the overall objective of the actions undertaken by the Government. The automated information exchange would mean that both the citizens and the business shall no longer act as couriers among the various administration departments. This was declared by the Chairperson of the State e-Government Agency (S.E.G.A), Rossen Jeliazkov, following the regular Government meeting on the actions undertaken by the Cabinet to accelerate the elimination of administrative obstacles to citizens and business.
“Until then, all targeted interventions would, provisionally, be of what could be described as “semi-automatic” mode - the administration units would have access to the registers and make use of the information they might need”, explained Rossen Jeliazkov.
“This would result in alleviating the burden on society, but it would call for organizing trainings to the administration officials. The approach adopted, regarding elimination of paper and hard copy certificates and providing access of administrative bodies to primary registers, would allow for the possibility to add more and upgrade the existing administrative services. All the 12 administrative certification services to be eliminated, form part of tens and even hundreds of other administrative services, which would be listed in detail in the following weeks and within the time frame set”, informed the Chairperson of S.E.G.A.
By the end of the year, through creating a unified access point, the requirement to the companies to submit annual financial statements to three institutions, i.e. NSI, NRA and the Trade Register, will be abolished, announced in addition Rossen Jeliazkov. In his opinion, the measure constitutes a threefold relief to the business to that matter.
In reply to a question of a journalist, the Chairperson of S.E.G.A clarified, that the 12 certification services, whose removal has been approved, constitute a part of a number of other regulatory procedures, whereas a multiplication effect will be sought in relation to a number of other administrative burdens.
This year the following paper-based certificates shall be abolished:
- Certificate of the circumstances made entry of into the BULSTAT register, issued by the Registry Agency;
- Certificates of entries, notes or deletions made into the Real Property Register, under files of legal entities;
- Certificates of entries, notes or deletions made into the Real Property Register, under files of natural persons;
- Certificates of good standing with the Trade Register;
- Certificates of the existence or absence of public state debts, collected by the customs authorities, issued by the Customs Agency;
- Family status certificates, issued by the municipal administration;
- Certificate of immediate family members, issued by the municipal administration;
- Marriage certificates, issued by the municipal administration;
- Certificate of the existence or absence of liabilities and debts, issued by the National Revenue Agency;
- Certificate Template UP-7 on the amount and type of pension(s) and additional payment(s), issued by the National Social Security Institute NSSI;
- Certificate Template UP-8 on the incomes generated from pension(s) and additional payment(s), issued by the National Social Security Institute NSSI;
- Certificate of Recognition of Higher Education acquired abroad issued by the National Information and Documentation Center.
Other certification services are soon to be added to those already listed, related to the activities of the primary data administrators with the Registry Agency, as well as with Directorate General “GRAO” (Civil Registration and Administrative Services) with the Ministry of Regional Development, added Jeliazkov.
In the view of the Deputy Prime Minister, Tomislav Donchev, the actions undertaken to speed up the changes aiming at alleviating the administrative burden are of prime importance to the economic development of the country. “We have the ambition of completing this process” the Deputy Prime Minister was categorical.
Regarding the local equivalent of a “police clearance” or the so called “Criminal Record” Certificate, Donchev foretasted that its hard-copy version would be discontinued before the fall of 2017. “The greatest challenge are the amendments and changes required to the regulatory documents, since over 40 laws need to be amended”, explained Tomislav Donchev. In his words, it is necessary to determine the scope of such step, regarding the discontinuation of the paper version of the Criminal Record Certificate, in relation to a wider range of organizations which still require such certifications.
With the forthcoming regulatory changes, the information provided through the “Criminal Record” Certificate, shall be provided via administrative channels, whereas it shall not be necessary for citizens to request such a service at all.
