Central administrations require almost 6000 documents for services they deliver

As from September this year administrations should be able to exchange documents between them entirely electronically

Administrations of the central and territorial executive authorities provide a total of 1422 services for which 5985 documents are required. Most of them are duplicated and confirm the need to remove the already notified 12 certification documents. This was stated by the chairman of the State e-Government Agency Rossen Jeliazkov after the ordinary government meeting.

By the end of September this year all administrations should carry out a detailed analysis in three areas – analysis of administrative regimes that may be repealed by legislative amendments; analysis of the modes in which authentication documents may also be reduced and analysis of modes and services where authentication documents should be exchanged as data without requiring hardcopy thereof.

In the words of Rossen Jeliazkov, the rate of legislative amendments depends on the procedures for public consultation and coordination of laws, as well as for the work of the National Assembly. The possibility for payment with virtual POS terminals and the mandatory introduction of physical POS terminals in the administrations for payment different types of state fees should also occur by the autumn of this year, added Rossen Jeliazkov.

Moreover, the Chairman of S.E.G.A., as from September this year administrations will be required to exchange all documents also electronically. “Initially, this will not abolish the exchange of paper documents, but gradually the paper documentary turnover will be replaced entirely by electronic” explained Rossen Jeliazkov. The State e-Government Agency has already endorsed a Uniform technical protocol and rules for electronic document circulation, as all administrative structures should bring their electronic document exchange systems in compliance with the protocol. This will save time, resources, will enable reprocessing of documents, and the whole process will be realized in a secure environment.
