The Secretary General shall be in charge of the administrative management of the State e-Government Agency (SEGA) by coordinating and controlling the administrative departments and units, assuring their compliance with the regulatory documents and the lawful provisions of the Chair person. On the one hand, he shall provide the necessary coordination between the Chair Person and the Deputy Chair Persons, while on the other, he shall assure the required relations among the administrative units, within the powers conferred on him. He shall supervise and assure strict adherence to the lawful provisions of the Chair Person. The Secretary General shall elaborate and determine the annual objectives to the administration as well as plan their implementation, pursuant to the priorities approved by the Chair person, based on the Electronic Governance Development Strategy of the Republic of Bulgaria for the period of 2014-2020, as well as the State Administration Development Strategy for the period of 2014-2020.

The Secretary General shall propose to the Chairperson Rules of procedure, internal rules and regulations, strategies, systems and other internal regulatory documents for approval, including related preventive set of measures aiming at staving off corruption related practices within the administration. He shall manage the human resource related activities, the administrative and financial servicing, as well as the process on introducing automated operation systems aiding the work related processes of the administration. He shall provide assistance in elaborating the agency budget, as well as processes the proposals and signals in compliance with the Administrative Code of Procedures.

The Secretary General of SEGA shall organize and control the use of the Integrated Information System of the state administration and the Unified Human Resource Management Information System within the state administration. He shall coordinate the operational relations and interaction with the administration of the Council of Ministers, as well as other executive authorities. He shall also be responsible for organizing the preparation and elaboration of the annual report on the Agency activities and a report on the current state and condition of the administration, pursuant to the State Administration Act. The Secretary General shall be appointed by the Chairperson of SEGA.
