The Communication and Information Infrastructure Directorate (CIID) shall provide support to the Chairperson of the Electronic Governance State Agency by establishing, developing and maintaining shared electronic governance resources, including resources required for the development, management and maintenance of Internet connectivity of the state administration structures. The Communication and Information Infrastructure Directorate shall perform activities related to providing access to shared resources in compliance with the criteria set out in the agency policies on the use of a State Hybrid Private Cloud (SHPC). It shall create, use, maintain and develop an electronic communication network in the points of management, related to the national security. It shall assure electronic communication management in the event of disasters, by implication of of the Protection during Disasters Act and in the event of declaring a “war footing” or “emergency” by implication of the Defense and Armed Forces of the Republic of Bulgaria Act. It shall participate in the preparation of the report on the status and the annual development and update and renewal of information resources plan across the administration and the information resources of the Unified Electronic Communication Network of the State Administration and meeting the demands of the national security.

The Communication and Information Infrastructure Directorate (CIID) shall manage, maintain, use and develop the Unified Electronic Communication Network (UECN); it shall develop and maintain a 24/7 centralized monitoring center for management and administration of UECN and the trunk infrastructure of the agency, servicing the network users; it shall accept and coordinate all signals related to the diurnal modes of operation and activities of the agency. The Directorate shall assure the security, reliability and quality of the electronic communication, provided by UECN. It shall create and maintain up-to-date information on the network infrastructure, the systems and users of UECN and shall keep operation and technical documentation for all elements of the network infrastructure and others.

The Directorate shall carry out a number of activities related to the communication infrastructure and the broadband access to cloud infrastructures, including developing and maintaining data and information system centers. It shall also provide cloud services required to meet the needs of the electronic governance.
